Process Development to Functional Competency of General Service Officer In Maharaj Nakhon Si Thammarat Hospital

This research consists purposes were 1. to study the context, scope, and the needs for knowledge, skills and specific competencies of administrative officers at Maharaj Nakhon Si Thammarat Hospital 2. to examine the appropriate specific competencies based on the actual job functions of administrative officers at Maharaj Nakhon Si Thammarat Hospital 3. to evaluate the specific competencies, based on actual job functions, developed for administrative officers at Maharaj Nakhon Si Thammarat Hospital and 4. to investigate the success factors in the process of developing specific competencies based on actual job functions for administrative officers at Maharaj Nakhon Si Thammarat Hospital. This study employed a mixed-methods research design, combining both qualitative and quantitative approaches. The research instruments consisted of a questionnaire, interview form, and meeting record form. The sample group consisted of 81 participants, while the target group consisted of 35 participants. Data collected from the questionnaires were analyzed using descriptive statistics, including percentage, mean, and standard deviation, while data obtained from the interviews and meeting records were analyzed using content analysis. The research results revealed that 1) The context, scope, and the needs for knowledge, skills, and specific competencies of administrative officers at Maharaj Nakhon Si Thammarat Hospital comprised six items 2) The appropriate specific competencies based on actual job functions of administrative officers at Maharaj Nakhon Si Thammarat Hospital identified three essential knowledge areas out of the six items 3) The evaluation of the specific competencies based on actual job functions developed for administrative officers at Maharaj Nakhon Si Thammarat Hospital revealed that the selection of three knowledge items, three skill items, and three specific competencies from Activity A1 was carried out through consensus decision-making during meetings. Satisfaction with the specific competency evaluation process was rated at a high level (x̅ = 3.87, S.D. = 0.45), with 56.52% of department heads being highly satisfied, 39.13% being very highly satisfied, and only a small proportion moderately satisfied (x̅ = 4.13) and 4) The success factors of the process of developing specific competencies based on actual job functions of administrative officers at Maharaj Nakhon Si Thammarat Hospital were found to include 4.1) Stakeholder participation at all levels including administrative officers, supervisors and executives which enhanced transparency and acceptance of the process 4.2) Clear communication, providing detailed information and instructions prior to the evaluation, which fostered mutual understanding among participants and reduced confusion during the evaluation and 4.3) Support from top management, both in terms of policy and resources, which ensured that the process proceeded continuously and effectively.
