Abstract

This research consists purposes were 1. to study the principles of constitutional law, legal ethics, the fundamental tenets of the constitution, human rights, and labor solidarity theory 2. to study and analyze the situation and problems related to the unfair treatment of civil servants and public sector employees in their job roles, which is affecting their performance due to unjust practices 3. to study and international laws, foreign laws, and Thai laws relate to the freedom of association for public sector workers and 4. to the draft declaration of the Parliamentary Common Committees regarding the principles, methods, and conditions for establishing a union of the Parliamentary Common Committees. is a qualitative research by studying documents and interviews There was a research tool namely an interview form with a target group of 15 people who came from purposive selection Then take the information gathered from the interview form and related documents. Content analysis. The research found that 1) the research’s purposes support every employee receiving a good environmental opportunity, valuable and stable work and security and equality. The primary objectives are to promote the right to work, support the creation of employment opportunities, and establish social protections 2) The Parliament is an institution based on the principles of democratic power separation, divided into three branches. The legislative branch plays a crucial role in governing the country, with a significant responsibility for creating laws. Thailand has not established any subordinate regulatory bodies to align with the constitution and laws 3) The laws governing the establishment of public sector unions in five countries contain the United States, the United Kingdom, Germany, the Commonwealth of Australia, and the French Republic. The five countries share the same protection of rights and freedoms in 10 aspects: establishment of civil service unions and state officials' associations, scope of official duties and authority, rights and benefits of union members, freedom from managerial authority, ensuring protections for public sector employees' rights, suspension of disputes, control and inspection of unions, budget and union locations, legal status of unions, dissolution or disbandment of unions. The prototype declaration of the Parliamentary Common Committees, specifying the principles, methods and 4) conditions for establishing a regular public sector employees' union, comprises three sections and a total of 52 articles
