Abstract

This research consists purposes were to organize model law on the protection of native species. is a qualitative research. There are research tools, consisting of interview forms and participation activity recording forms. The target group of the research consisted of 18 people from specific selection. The information gathered from interview forms and related documents were then content analysis. This research found that mutation and extinction of the native species in Thailand becoming a problem. The native species’ issue needs protection to preserve the animal as Thai identity. The model law on the protection of native species has legal structure including definition, committee of the native species’ protection, the protection of native species, benefit of the native species, approval and license, official of the native species’ protection and punishment. which led to the preparation of a model law with a legal structure It consists of 32 provisions divided into 6 chapters, consisting of 1) Chapter 1 General Provisions: Sections 1 to Section 4 2) Chapter 2 Native Animal Protection Committee: Sections 5 to Section 10 3) Chapter 3 Protection of Native Species: Sections 11 to Section 17 4) Chapter 4 Application for utilization of native species Section 18 to Section 24 5) Chapter 5 Competent Officials Section 25 to Section 26 and 6) Chapter 6 Penalties Section 27 to Section 32 by the model law on the protection of indigenous species It is a statute level law. Therefore, the model law is a bill.
