Abstract

This research consists purposes were 1. to study the roles and duties under the provisions of the law and the roles that are not in accordance with the provisions of the law in working with the provincial government and local government organizations 2. to study the roles and duties that are not mentioned in the provisions of the law. During the non-elected government and the elected government and 3. to study the effect of changing the law concerning the village headman and village headman. especially the change of term of office from 60 years to 5 years. is a qualitative research using the interview research tool. The target group 73 people were selected by purposive sampling method and consists of village headman, subdistrict headman, deputy district chief, district chief, local council member and executive. The data collected from interviews and related documents were then used in content analysis The results of the research found that 1) Roles and duties under the provisions of the law have important roles in the field of security. Safety of life and property of the people Coordination with administrative and government departments While the roles that are not specified in the law are related to economic development. water resources development transportation routes agricultural water resources; 2) the roles and duties of the village headmen in the non-elected government and the elected governments were no different; and 3) the term of office. Both formats have different advantages and disadvantages. by term of office until the age of 60, resulting in continuous work Reduce the conflicts and divisions among the villagers that occur every time during the election. The disadvantage is the lack of responsibility in working and taking care of troubles for a period of 5 years. Including realizing the responsibility for village development in terms of generating income and coordinating to request support for village infrastructure development. while the disadvantage is the conflict arising from competition in running for election.
