The Principles of Good Governance for The Development of Law in Exercising Duty and Authority of The Election Commission.

Abstract

The research has purpose for improving the Organic Act on the Election Commission by adjusting the Principles of Good Governance for the performing of duties and exercising powers of the Election Commission. This research is the Qualitative research with the research tools which are questionnaires and target group for 16 persons from the purposive sampling method before having the content-analysis with information from related document and in-depth interview. The research result has been found that the Principles of Good Governance which will be applied for the performing of duties and exercising powers of the Election Commission are in 10 principles which comprise of the principle of Rule of Law, Transparency, Participation, Equity, Efficiency, Effectiveness, Responsibility, Morality, Common Accountability, and Accountability. The research result will be adjusted to be the new Chapter which is The Performing of Duties and Exercising Powers by The Good Governance on The Organic Act on the Election Commission B.E. 2560 which will make the performing of duties and exercising of powers of the Election Commission is legally to the constitution and law, and the suggestion to improve and amend The Organic Act on the Election Commission B.E. 2560, and the Election Commission has right to enact the regulations for the performing of duties of the competent official of the Election Commission, government officer, employees or agencies of government, or other government officer in the performing of duties on the election and other necessary action for the law of election and political party which conforming with the Principles of Good Governance has been appointed.
