Abstract

The purposes of this study were 1. To study and analyze the forms and laws of public lawyers in foreign countries and the composition structure of Thai public lawyers; and 2. To develop a model law of public lawyers for the protection of the right to access to the civil justice process. This is a qualitative research. The research tool was an in-depth interview form. Its target groups are judges, prosecutors, executives of the Department of Civil Liberties Protection. Executives of the Lawyers Council, Volunteer Lawyers, Lawyers requesting force, amounting to 14 people who come from a specific selection. and then take the information gathered from the document interview form for content analysis The results showed that 1) The model of a lawyer to help people in civil cases should be a public lawyer, which has the form of an organization, which is a new organization under the Ministry of Justice. is an independent organization public attorney having the status of a government employee Qualifications for a bachelor's degree or higher and must have a certificate of attorney from the Lawyers Council of Thailand If a lawyer before, must have at least 5 years of experience in law and 2) model law for public lawyers for the protection of the right to access to the civil justice process is the form of organization, status, laws, rules, regulations, committees, qualifications, liabilities, compensation based on research results. has led to the drafting of the Civil Lawyer Act B.E.
