The purposes of this study were 1. To study the factors influencing operational efficiency 2. To create a model for improving operational efficiency and 3. To test and evaluate the performance development model of operational personnel. Department of Public Works and Town & Country Planning Northeast It is a combination of qualitative and quantitative research. There were research tools such as questionnaires, interview forms, and evaluation forms, with a sample of 334 people from Taro Yamane's formula and randomly sampling. and the target group of 32 people who came from a specific selection The data collected from the questionnaire were analyzed using descriptive statistics consisting of percentage, mean, standard deviation. and the interview form was used for content analysis. The findings were as follows: 1) Factors influencing efficiency of performance.
