Factor Affecting Good Governance Underground Water Management of Local Administrative Organizations in Ra-Yong Province.

Abstract

The purposes of this study were to study 1. factor affecting good governance underground water management of Local Administrative Organizations in Ra-Yong Province and 2. problems and obstacles in good governance underground water management of Local Administrative Organizations in Ra-Yong Province. This research applied mixed methodology of qualitative and quantitative research. Samples used in the research were officials of 68 of Local Administrative Organizations in Ra-Yong Province, totally 1,099 samples by G*Power program. The target group used in the research were 25 officials in Office of Local Government Promotion in Ra-Yong Province. The research instruments were questionnaires and in - depth interview form and the collected data were analyzed with multiple linear regression analysis (MLRA). The results of the research revealed that 1) Factors statistically affected the good governance underground water management of Local Administrative Organizations in Ra-Yong Province at the significant level of .01 were found in 7 factors which were; 1.1) personal participation factor, 1.2) management factor, 1.3) knowledge factor, 1.4) motivation factor, 1.5) policy understanding factor, 1.6) community participation factor and 1.7) environment factor.  Problems and obstacles in management were 5 obstacles which were; 2.1) lack of water pollution emission control, 2.2) lack of plans to correct and restore degraded environmental quality, 2.3) lack of education and solving groundwater problems and shallow well water, 2.4) no systematic research for groundwater contamination treatment and recovery and 2.5) lack of capacity building of network staff and people.
