Local and the obstacles of the Community Integrated Waste Management: a case study of Thung Samo local administrative management.

Abstract

The purposes of this study were 1. explore the current situations on the Integrated Municipal Solid Waste (MSW) of Thung Samo local administrative Organization; and 2. explore the obstacles and practices in the performance of the Integrated Waste Management of Thung Samo local administrative Organization. This research is a qualitative research by using a Semi-structurede Interview as a Research Instrument. Key Informants were 1) 5 local officers-in charge on the Thung Samo Mechanical and Biological Waste Treatment (MBT) Project; and 2) 437 stakeholders from Moo4, Ban Fai Villagers, Thung Samo sub-district, Khao Kho district which was calculated into the sample size by substituting the numbers into the Yamane formula, the numbers of sample is 90. Data was analyzed by using Content Analysis method and Hermeneutic Phenomenology method. Result found 1. Thung Samo local administrative Organization MSW management process have followed the National Waste regulations and policies, moreover, the MBT was constructed with the aspiration that to be developed as a role model of waste management, but 2.  the obstacles of the performance of Thung Samo’s MSW could be compatible with the global issues on MSW which were always mentioned that Locals always focused only on the state’s policies following, while overlooked the making of a distinctly local regulation. Moreover, unfortunately, the neglecting on the strategic integration with the Economic and Academics Sector made the local’ MSW missed out to capable with a role model or the best practice on MSW.
