Human Resources Development Model of the Natural Resources and Environment Department Officers in Salavan Province, Lao PDR

The purposes of this study were 1. to examine factors affecting human resource development and 2. to carry out a trial run of and assess the human resource development model to officers of the natural resources and environment department in Salavan Province, Laos. Phase One: to examine factors affecting human resource development, the sample consisted of 164 officers in the natural resources and environment department in Salavan Province. The data were collected through questionnaires and were analyzed using the Structural Equation Modeling (SEM) in the LISREL program. Phase Two: the researcher gathered 26 stakeholders and three specialists into a focus group and brainstorming sessions to design a human resource development model. Phase Three: the human resource development model was carried out to the experimental group: 30 officers in the natural resources and environment department in Salavan Province. The researcher then analyzed the collected findings using repeated measure MANOVA (α=.05). The results showed that The factors affecting human resource development of officers of the natural resources and environment department in Salavan Province (α=.05) were organizational structure, participation, management, and incentive, respectively. The percentage of variation in the dependent variables is 67% (0.67) and The finding of the human resource development model showed that there were statistically significant differences at the level of .05 between the pre-and-post test result of the model.
