ภาวะอ่อนล้าทางดิจิทัล: ความท้าทายใหม่ต่อประสิทธิภาพการทำงานขององค์กรภาครัฐ

บทคัดย่อ
การเปลี่ยนผ่านสู่รัฐบาลดิจิทัลทำให้องค์กรภาครัฐของประเทศไทยนำเทคโนโลยีดิจิทัลมาใช้ในการบริหารจัดการและการให้บริการสาธารณะอย่างกว้างขวาง ภายใต้บริบทของข้อกำหนดด้านกฎหมาย ความรับผิดชอบต่อประชาชน และการตรวจสอบความโปร่งใส แม้เทคโนโลยีดังกล่าวจะช่วยเพิ่มความรวดเร็ว ความโปร่งใส และประสิทธิภาพในการทำงาน แต่ในขณะเดียวกันกลับก่อให้เกิดผลกระทบเชิงลบต่อบุคลากรภาครัฐ โดยเฉพาะภาวะอ่อนล้าทางดิจิทัล (Digital Fatigue) ซึ่งเกิดจากการทำงานผ่านระบบดิจิทัลอย่างต่อเนื่อง เข้มข้น และขาดความสมดุลระหว่างการทำงานกับการพักผ่อน บทความนี้มีวัตถุประสงค์เพื่ออธิบายแนวคิดภาวะอ่อนล้าทางดิจิทัล วิเคราะห์ความเชื่อมโยงระหว่างภาวะดังกล่าวกับประสิทธิภาพการทำงานขององค์กรภาครัฐ และสะท้อนความท้าทายด้านการบริหารทรัพยากรมนุษย์ในบริบทของการเปลี่ยนผ่านสู่รัฐบาลดิจิทัล โดยใช้วิธีการทบทวนวรรณกรรมจากงานวิจัยและเอกสารเชิงนโยบายทั้งในและต่างประเทศที่เกี่ยวข้องกับภาวะอ่อนล้าทางดิจิทัล เทคโนสเตรส และการบริหารองค์กรภาครัฐ
ผลการวิเคราะห์ชี้ให้เห็นว่าภาวะอ่อนล้าทางดิจิทัลมีความสัมพันธ์กับการลดลงของสมาธิ แรงจูงใจ ความพึงพอใจในการทำงาน และประสิทธิภาพการปฏิบัติงานโดยรวมของบุคลากรภาครัฐ ในบริบทของประเทศไทย ซึ่งอาจส่งผลต่อคุณภาพการให้บริการสาธารณะในระยะยาว บทความเสนอว่าองค์กรภาครัฐควรให้ความสำคัญกับการออกแบบงานและระบบดิจิทัลที่คำนึงถึงมิติด้านมนุษย์ การกำหนดนโยบายการใช้เทคโนโลยีอย่างเหมาะสม และการพัฒนาสมรรถนะดิจิทัลของบุคลากร เพื่อสนับสนุนประสิทธิภาพการทำงานและความยั่งยืนขององค์กรภาครัฐในระยะยาว
