Abstract

This study is to explain access to rights and welfare of people with disabilities in the sub-district. Pak Chaem, Huai Yot District, Trang Province, according to the Act on Promotion and Development of Quality of Life for Persons with Disabilities. B.E. 2007 and the amended version (Edition 2) B.E. 2013. Since the number of disabled persons in Thailand has increased significantly, access to basic rights and welfare of disabled persons is very important to be allocated from government agencies and private sectors, covering the entire area from central administration, regional administration, and local administration, which is in line with the Promotion and Development of the Quality of Life of Disabled Persons Act B.E. 2550, so that disabled persons have the right to access and utilize public facilities, as well as welfare and other assistance from the government. Communication to create understanding about access to rights and welfare of disabled persons in Pak Jam Sub-district, Huai Yot District, Trang Province, so that disabled persons are aware of and comply with laws related to disabled persons from the government, the media, and people in Thai society, is still quite limited. Therefore, most disabled persons, especially those living in the provinces, have not received comprehensive development in quality of life because the services of government agencies are separate and do not provide opportunities for disabled persons. Disabled persons have not received benefits as specified by law in a comprehensive manner. In addition, disabled persons have their rights violated and people in general have negative attitudes towards disabled persons. Disabled persons need acceptance and respect for their way of life, to be able to live an independent life, work, support themselves, be proud of themselves, and be able to help society, which disabled persons can develop to their potential.
