Military Service Policy Implementation Using Request Method: Problems Obstacles and Solution Guidelines

Abstract

This study aimed to 1) investigate the problems and obstacles in the implementation of the military service registration through request policy, and 2) propose the guidelines for the successful implementation of such policy. This study employed a qualitative research approach using Chantarasorn’s model (2016) as a framework. The research areas included many provinces in Thailand, namely Bangkok, Nan, Kalasin, and Songkhla. These provinces were selected since the number of military service registration requesters reached the specified number. Data were collected from 28 informants who were Bangkok Permanent Secretary, District Directors, District Recruiting Officers, Province Governors, District Directors, and District Recruiting Officers. These samples were selected using the purposive sampling method, and the instrument used to collect data was an interview. The content analysis was used to analyze the data. The results of the study were as follows:

1) The main problems and obstacles in the implementation of the policy included the potential and performance of the Province Military Recruiting Officers, the differences in the response towards wages, welfare, and dignity, and the differences in the perception of source and time frame of the policy.

2) The guidelines for the successful implementation of the policy included the fact that the policy practitioners must possess the leadership qualities. They must be able to work and collaborate well with all sectors. In addition, the perception of the policy should be promoted through the demonstration of military projects or distinguished soldiers who did good deeds for the society. Also, the military should listen to comments or suggestions from the public and develop constantly.

The results from the study revealed that the external factors which influenced the implementation of the military policy included the military recruiting department, convincing tools, public relations, image of the soldiers, and policy perception.
