การพัฒนารููููะบบสารสนเทศเพื่อการบริหาร ศูนย์การศึกษานอกโรงเรียนจังหวัดอุดรธานี

Abstract

ปัจจุบันสารสนเทศมีความสำคัญและมีความจำเป็น  ต่อการบริหารงานของหน่วยงานและการตัดสินใจของผู้บริหาร  ที่จะช่วยให้การบริหารงานบรรลุเป้าหมายอย่างมีประสิทธิภาพการวิจัยครั้งนี้  มีความมุ่งหมายเพื่อ (1) ศึกษาสถาพปัจจุบัน  ปัญหา และความต้องการระบบสารสนเทศเพื่อการบริหาร ศูนย์การศึกษานอกโรวเรียนจังหวัดอุดรธานีให้ถูกต้องสมบูรณ์  เป็นปัจจุบัน และสืบค้นได้ง่าย  การวิจัยแบ่งออกเป็น 2 ระยะ โดยระยะที่1 เป็นการเลือกกลุ่มตัวอย่าง ใช้วิธี Cluster Random Sampling จากศูนย์การศึกษานอกโรงเรียนภาคตะวันออกเฉียงเหนือ 12 จังหวัด  ระยะที่ 2 กลุ่มผู้ร่วมวิจัย 6 คน ผู้ให้ข้อมูลเพิ่มเติม 20 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบสังเกต  แบบบันทึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ยน ค่าเบี่ยงมาตรฐาน

ผลการวิจัยพบว่า(1) สภาพปัจจุบัน ปัญหา ความต้องการระบบสารสนเทศเพื่อการบริหารศูนย์การศึกษานอกโรงเรียนภาคตะวันออกเฉียงเหนือ มีสภาพปัจจุบัน และปัญหา ด้านการเก็บรวบรวมข้อมูล  ด้านการประมวลผลข้อมูล ด้านการจัดเก็บข้อมูล ด้านการนำเสนอข้อมูล ด้านการเผยแพร่ข้อมูล  ด้านการพัฒนาระบบข้อมูลเครือข่าย  ด้านการพัฒนาระบบฐานข้อมูล  อยู่ในระดับปานกลาง และระดับความต้องการการพัฒนาระบบสารสนเทศทั้ง 7 ด้าน ดังกล่าว ของแต่ละกลุ่มงานอยู่ในระดับดีมาก (2) ผลการพัฒนาระบบสารสนเทศ เพื่อการยริหารการศูนย์การศึกษานอกระบบ โรงเรียนจังหวัดอุดรธานี ตามกระบวนการพัฒนาระบบ SDLC (The Systems Development Lifr Cycle ) ขั้นตอนคือ  การศึกษาระบบ  การวิเคราะห์ระบบ การออกแบบระบบ กาารนำไปใช้ การบำรุ่งรักษาระบบ โดยอาศัยหลักการวิจัยปฏิบัติการ ( Action Research) พบว่า จากเดิมศูนย์การศึกษานอกโรงเรียนได้มีการปรับเปลี่ยนระบบประมวลผลจากระบบมือ ( manual Systems ) ไปเป็นใช้โปรแกรมคอมพิวเตอร์ ทำให้ได้สารสนเทศที่ตอบสนองการใช้ประโยชน์สำหรับนักผู้บริหารศูนย์การศึกษานอกโรงเรียน จังหวัดอุดรธานี  ที่มีความถูกต้อง เป็นปัจจุบัน และสืบค้น ได้ง่าย  ครอบคลุมงานทั้ง 4 กลุ่มงาน

This research intended to (1) study current environment problems and needs for management information systems. Education centers in the Northeast.(2) develop information systems for management. center field school, Udon Thani province to correct a current and complete search easy. The research process was divided into 2 phases, The phase 1 sample population, Sending questionnaires to the education centers for 12 provinces, The phase 2 of the 6 joint research among people 20 to more people. tools used in data collection, including a timetable for an interview, an observation record used in data analysis, including the average percent standard deviation values.

The research findings were as follows (1) current conditions demand information system problems to management. center education North East. current conditions and problems in data collection. In data processing. of storage. The presentation of information data release development network. The development of the database. In the medium. and the level of demand for information systems development and 7 in each group were very active in class. (2) the development of management information system. center field school, Udon Thani province. The system development process is SDLC (The Systems Development Life Cycle) 5 steps. systems investigation systems analysis systems design systems implementation and systems maintenance and review. operations research based
