กระบวนการถ่ายทอดทางสังคมในการทำงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่น ในช่วงก่อนเข้าดำรงตำแหน่งทางการเมือง

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทำความเข้าใจกระบวนการถ่ายทอดทางสังคมในการทำงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่นที่มีความเป็นเลิศในการบริหารงานตามหลักธรรมาภิบาลของการบริหารกิจการบ้านเมืองที่ดีก่อนเข้าดำรงตำแหน่งทางการเมืองใช้วิธีการวิจัยเชิงคุณภาพ ผลการวิจัยพบว่าการถ่ายทอดทางสังคมในการทำงานก่อนเข้าดำรงตำแหน่งผู้บริหารองค์กรปกครองส่วนท้องถิ่น แบ่งออกเป็น 2 ช่วงย่อย คือ (1) การถ่ายทอดทางสังคมในระยะแรก ตัวแทนสำคัญคือ ครอบครัวและสถาบันการศึกษา ผลลัพธ์สำคัญที่เกิดขึ้น คือ พัฒนาคุณธรรมจริยธรรมพื้นฐาน การรับรู้และเข้าใจบทบาทหน้าที่ในการทำงานการเมืองท้องถิ่น ความรู้และทักษะพื้นฐานสำหรับการศึกษาต่อในระดับที่สูงขึ้น ความเป็นผู้นำและทักษะการทำงานร่วมกับผู้อื่น และ (2) การถ่ายทอดล่วงหน้า ตัวแทนสำคัญคือ สถาบันการศึกษาระดับอุดมศึกษา และอาชีพก่อนดำรงตำแหน่งฯ ผลลัพธ์สำคัญที่เกิดขึ้น คือ ความรู้และทักษะที่ได้จากการเรียนในหลักสูตรสังคมสงเคราะห์และสาขาสังคมวิทยาและมนุษยวิทยา พัฒนาจิตสำนึกสาธารณะ ภาวะผู้นำ ทักษะการทำงานเป็นทีมและการทำงานร่วมกับผู้อื่น และได้รับประสบการณ์ในการประกอบอาชีพ ซึ่งสามารถนำมาปรับใช้ในการปฏิบัติงานในตำแหน่งได้ ข้อเสนอแนะเชิงนโยบายจากการวิจัย คือ สถาบันการศึกษาทุกระดับ ควรมีรายวิชาที่ปลูกฝังและพัฒนาพฤติกรรมการเป็นพลเมืองดี และหลักธรรมาภิบาลด้วยการจัดให้มีกิจกรรมการเรียนรู้เพื่อปลูกฝังค่านิยม 12 ประการ หน้าที่ของพลเมือง หลักธรรมาภิบาล โดยให้ผู้เรียนได้ลงมือปฏิบัติ
