Monitoring and Evaluation of the Utilization of Talents: A Case Study of Thai Public Sector

The purpose of this study was to monitor and evaluate the utilization of talents in the public sector and discover guidelines on the improvement of talent management at the organizational level. This study employed a multi-methods research design. In quantitative research, questionnaires were used to collect data from 404 high-performance government officials. Means and standard deviation were used for data analysis. The findings demonstrated that high-performance members of government departments received a good level of job performance, and the scores on the output dimension were higher than those of the outcome and impact dimensions. In addition, the government departments received a fair level of readiness to manage talents comparable to the standardized talent processes of the maturity model. In qualitative research, a semi-structured individual interview was conducted to collect data from 5 experts specifically selected from exemplary public and private agencies. Content analysis was used to analyze data. The qualitative results supported the employment of the logic model’s concept in monitoring and evaluating the job performance of high-performance government officials. Also, the results found that government departments need to develop an intense talent recruitment and selection system, establish systematic succession planning, emphasize the talents’ performance creating a great impact on society, etc. The results of this research could be used as a guideline to develop competencies, behavior and job efficiency of high-performance government officials of the Thai government.
