Model Law on Liability for Astrology and Astrology

This research consists purposes were 1. to the background, concepts, theories and importance of fraud problems using the profession of forecasting and astrology as tools 2. to study foreign laws compared to Thai laws on fraud problems using the profession of forecasting and astrology as tools 3. to study and analyze legal problems and obstacles in enforcing legal measures related to fraud problems using the profession of forecasting and astrology as tools and 4. to obtain guidelines for solving problems and suggestions that can be appropriately applied to adjust Thai laws to reduce fraud problems using the profession of forecasting and astrology as tools. This is a qualitative research study using document research methods. The data were collected from various relevant documents and then analyzed through content analysis. The results of the study found that 1) Concepts, theories and importance of fraud problems related to forecasting or astrology include the history of forecasting or astrology, theories of persuasion, theories of the legal framework for the protection of forecasting or astrology, case studies of professionals and liability measures, concepts and criteria for determining criminal liability for the protection of forecasting or astrology, basic principles of criminal law, and criminal punishment measures 2) Relevant foreign laws, such as Indonesia, which has a law prohibiting the declaration of having supernatural powers for profit, which reduces the burden of proving domestic intent. The Philippines has a law directly controlling the profit-seeking from fortune telling and has clear penalties for fraud in forecasting 3) Currently, Thailand does not have a law that directly controls the practice of fortune telling, fortune telling or astrology. Therefore, there are no clear measures to control liability for fortune tellers who act against the peace and order and good morals of the public. There is also no government agency that is directly responsible for supervision. Because Thailand does not have a specific law to control and supervise, there are no clear legal measures or penalties for fortune tellers, astrology or fortune tellers who deceive, cheat or act against the peace and order of the public. And there is no government agency that is assigned to directly supervise, control or inspect the practice of this profession and 4) There is the development of laws or measures related to the control of this profession, whether it be setting standards, ethics or concrete channels for filing complaints. This will be an important step in reducing damage, protecting the public and raising the level of responsibility of professionals, including the drafting of a specific law to control and protect the practice of the forecasting and astrology professions.
