Abstract

This research consists purposes were 1. to study the management of the Health Security Fund of Chokchai Subdistrict Administrative Organization, Chokchai District, Nakhon Ratchasima Province and 2. to study the model for management efficiency development of the Health Security Fund management of Chokchai Subdistrict Administrative Organization, Chokchai District, Nakhon Ratchasima Province.This research is a qualitative research. The research tool was an interview form. The target group were 15 people who involved in the management of the Health Security Fund of Chokchai Subdistrict Administrative Organization and were purposively selected. Then, the data collected from the interview and related documents were annalyzed using content analysis.The results of the study were as follows: 1) In terms of the management of the Health Security Fund of Chokchai Sub-District Administrative Organization, Chokchai District, Nakhon Ratchasima Province, it was found that 1.1) some committees still did not know their roles as they should, 1.2) the financial support or budget was insufficient for doing projects, 1.3) some network partners and citizens did not have the skills to write a  project proposal for donor funding and 1.4)  most people still did not understand the health insurance fund. 2) Model for Management Efficiency Development of Local Health Security Fund: A Case Study of Chokchai Subdistrict Administrative Organization, Chokchai District, Nakhon Ratchasima Province, Thailand consisted of 2.1) C (Coordination): coordinating and managing local security funds 2.2) H (Human Resource): allocating local government organizations 2.3) O (Organization): organizing the local health insurance fund organization, 2.4) K (Knowledge Management): managing to support the working committee 2.5) C(Controlling): supervising to prevent risks of local health insurance fund management 2.6) H (Healthy System): knowledge of health insurance the committees need to understand 2.7) A (Action Learning): learning by doing, applying theories into practice, and lastly and 2.8) I (Initiative Thinking) thinking up new things and doing new things within the context of area which are helpful for doing projects.
