This research consists purposes were 1. to study concepts, theories, principles related to welfare and benefits and to analyze the situation of protection, welfare and benefits of university staff in Thailand 2. to study comparative analysis on welfare and the benefits of international law foreign law and laws of Thailand To be a guideline for the development of laws concerning the welfare and benefits of university staff in Thailand to achieve equality and 3. to formulate a model law on equality in welfare and benefits of university employees. is a qualitative research There is a research tool which is an interview form with a research target group of 50 people from specific selection The information gathered from interview forms and related documents were then content analysis. This study found that 1) National Education Act B.E. 2542 is an applicable law to manage university administration liberally. Personal management gives power and responsibility to University Council, determining welfare and benefits for university staff 2) Each domestic and international universities have determined different ratio of welfare and benefits for university staff, though their qualification is the same. The comparison between the same university or different university is occurrence. Inequality of university staff is obvious which directly affects personnel staff who giving knowledge to them and 3) The model law on equality of welfare and benefits of university staff includes the Draft of Welfare and Benefits of University Staff Act B.E…consisting of (1) definition (2) education (3) life stability (4) health insurance and (5) working motivation.
