Measures to Prevent and Deter Form Committing Repeat Compoundable Offenses.

This research consists purposes were 1. to study the concepts and principles of law for compromising offenses, the concept of criminal liability, and the concept of applying safety methods in criminal cases 2. to study the law on compromising offenses in Thailand, Germany, Japan, England and the form of punishment in France 3. to study and analyze legal problems related to enforcement measures for compromising offense cases including the offense of for paying checks and carrying a registered firearm and 4. to suggest ways to amend the law related to enforcement measures for compromising offense cases including offenses for issuing checks and carrying a registered firearm. This is qualitative research by studying related documents, such as books, textbooks, a thesis, academic articles, research papers, legal texts, Supreme Court judgments, and related information on the Internet both in Thailand and abroad to analyze the content. The results of the study found that 1) according to the concept and law of compromising offenses and the concept of defining criminal liability. Although the compromised offense affects the private sector more than society the fact that the state defines a comparable offense as a crime shows that the state also places importance on it as an offense that affects society as well. As for the concept of applying security methods in criminal cases for safety, it is a measure to prevent the offense from happening and not committing repeat offenses. 2) the laws of Germany and Japan have provisions for certain offenses that are similar to that of compromise in England. Although there is no law stating that any type of offense is an acceptable offense but using the principle of criminal prosecution by the people in criminal prosecution under foreign law, even if it is a crime in which the private sector is more damaged than society, also takes into account the peace of the society. France's form of punishment is characterized by a variety of penalties to be appropriately enforced in both the prevention and suppression of crime; 3) the law stipulates that a comparable offense is a criminal offense. It shows that the majority of people see that the action harms society and is unforgivable. The impact is not only on the victims.
