Abstract

This academic consists purposes to study legal measures to control the use of cannabis after legalization and analyze and the legal procedure to control people in using cannabis after the legalization of free cannabis in Thailand. The research presents the following results. Although the free cannabis has been legalized, many people unrealized the regulations to use cannabis legally, such as the process to request for a permit to have a cannabis research license, a cannabis export license, a distribution license and a cannabis transformation license for commercial way. Moreover, a researcher has analyzed the legal process of free cannabis in Thailand and the scenario after the declaration of the new law. Monitoring of cannabis use should be campaigned continuously. If the freedom of using cannabis is limitless, it will impact to quality of life of people in society, which is the same situation of smoking, alcohol drinking or driving regulations. The study presents the following suggestions. The controlling measures of free cannabis should determine and legislate regulations to monitor prohibited action strictly and evaluates side-effects that possibly happens in different aspects, such as society, health, economy and economic advantages from the unlock, not specific for the advantages of some party or some organization.
