Factors of New Public Management Resulting the Developing Performance of Provincial Administrative Organizations in Southern Thai Gulf.

The purposes of this study were 1. to study the level of factors on new governmental management of the Provincial Administrative Organization in the Southern Gulf of Thailand, 2) to study the level on development performance of the Southern Provincial Administrative Organization in the Gulf of Thailand, 3) to study factors of government management which affecting the development performance of the Southern Provincial Administrative Organization, 4) to study recommendations of developing factors on government management affecting the development work, and 5) to obtain a new model of factors on government management which affecting to development performance of the Provincial Administrative Organization in the Southern Gulf of Thailand. This study was a blended research between the qualitative and the quantitative research. The tool for doing quantitative research was the questionnaire and the participants included 293 staff in the development of the Southern Gulf of Thailand Provincial Administrative Organization which calculating by the Taro Yamane calculation formula (1973, p.727) at a tolerance of .05 derived from stratified sampling and simple sampling.The statistics used were percentage, mean, standard deviation, finding relationships by Pearson's correlation coefficient, and analysis of linear multiple regression statistics by Stepwise method significantly at .01. The qualitative research’s tools including semi-structured interviews through 16 key informants with purposive random sampling. The data were analyzed through content-based and descriptive information. The results were shown that 1) the level of factors on new governmental management was at a high level (3.87), 2) the level of development performance of the Provincial Administrative Organization in the Southern Gulf of Thailand was overall at high level (3.93), 3) factors of government management which affecting the development performance was overall at a moderate level as .529. which affecting to development performance orderly; good management, strategic planning on human resources, results, professional management, and work assessment, 4) recommendations should focus on developing new technology, should studying and visiting the private organizations, and should be informed and published to government organizations, and 5) a new model of factors on government management affecting development performance including 5 parts; basic structures, qualities of life, religions, cultures, traditions and local knowledge, natural resources, and public service management.
