Abstract

The purposes of this study were to 1. To study the concept theories and principles related to the establishment of local police Suppression and analysis of local police patterns abroad 3. To study and analyze patterns of local police structures, roles, powers, duties and responsibilities of local police in Thailand. and supervision in the preparation of a model law for the establishment of local police This is a study to find a way to operate according to the model (Model) of local police that is appropriate in the context of Thailand. and creating a model law for the establishment of local police in Thailand It is a qualitative research. There is a research tool, which is an interview form, and there are 11 target groups who come from a specific selection. Then use the information gathered from documents and interview forms. to analyze the content. The results showed that 1) The idea of ​​creating a model law for the establishment of local police comes from the local crime situation and most of them are crimes committed by local people. This affects the maintenance of peace and order in the locality, which is currently the duty of police officers and local officials. 2) Local police are a new form of local organization. Under the local government, acts like a general police. but limiting the types of offenses to suit the scope of powers and duties of the local government organization and 3) there is a model law for establishing a local police with a legal structure consisting of 29 provisions divided into 6 sections and transitional chapters. along with suggestions to establish a local police serves to prevent and suppress criminal act maintaining order and secure the life and property of the local people. Support and encourage local people to participate as local police according to the specified criteria. and to expedite the enactment of the Local Police Act to be a police organization at the local level.
