An Assessment a Project for Enhancing the System of Nurturing Students Under the Office of Knon Kaen Educational Service Area Zone 5

Abstract

The development of the system students nurturing is to promote and support
the educational institution, teachers, and those involved to cooperate helping and
promoting students systematically and continuity by upholding the threads and
commitment between the teachers and students. Therefore, the system of student
nurturing is an effective operational system. Office of the Basic Educational Commission
and Department of Mental Health cooperatively laid the foundation to develop the
quality of the students. It is appropriate for this project to be assessed in order to
examine the outcomes of operation, problems, obstacles of operation according to the
project objectives using Tyler’s assessment model. The sample consisted of 447 persons
from 6 schools involving the project for enhancing the system of nurturing students
under the Office of Khon Kaen Educational Service Area Zone 5, obtained using the
purposive sampling technique. They were 135 school administrators and teacher, 72
student committee members, 60 non-student committee members, 60 community
leaders and parents, 120 community leaders and parents who were not school
committee members. Three types of instrument were : 2 5-rating-scale questionnaires
and 1 checklist questionnaires. Questionnaire 1 was for school administrators and
teachers with a totally of 66 items with discriminating powers (rxy) ranging .41-.92 and a
reliability of .96. Questionnaire 2 was for students who were committee members of the
project for enhancing the system of students nurturing with totally 37 items with
discriminating powers (rxy) ranging .43-.89 and a reliability of .84. Questionnaire 3 was for
students who were not committee members of the project for enhancing the system of
student nurturing with totally 20 items with discriminating powers (rxy) ranging .42-.90 and
a reliability of .87. ; 3 structured-interview forms for interviewing with the community
leaders parents and students ; and 1 structural observation form with totally 42 items.
The statistic used for analyzing the collected data were percentage, means, and standard
deviation.
The results of the study were as follows :
1. The results of the project for enhancing the system student nurturing
1.1 The school administrators and teachers and students who were
committee members showed their opinions about understanding of the system of
student nurturing as a hole at a high level. However, the community leaders and parents
who were project committee members, and the community leaders and parents who
were not the project committee members showed their opinions at a medium level.
1.2 The school administrators and teachers, and the students who were
committee members showed their opinions about participation in educational
management to have knowledge and understanding of self-assessment, to be able to
assessed themselves and use the outcomes of self-assessment to develop their school
continuously and systematically as a hole at a high level. However, the community
leaders and parents who were not the project committee members showed their
opinions at a medium level.
1.3 The school administrators and teachers showed their knowledge of
using SMIS program and using data from the program to develop education quality and in
extending the result of program making using group school district process and teachers
helping each other as a hole at a high level.
1.4 The school administrators and teachers, the students who were
committee members showed their opinions about having knowledge of developing and
improving library to be school learning resources with the community participation in
development all the way as a hole at a high level. However, the community leaders and
parents who were project committee members and the parents who were not
committee members showed their opinions as a hole at a medium level.
2. Problems, obstacles and recommendation
2.1 For problems and obstacles, the following were found. Most of the
personnel lack clear knowledge and understanding of the project. Supporting budgets
were in adequate. There were lack of support, supervision and follow-ups in continuity
and earnesty from agency at the educational service area level. Some community
worried so much about their own benefits that they were not interested in correctness
and impact which would follow and the community limitedly participated.
2.2 For recommendations of the project, the project recommodated that
the supported budgets should be increase for operation according to the project to the
school which participated in the project to underlie or to organize activities based on the
project objectives. Meetings should be held regularly to find model or a method for
administrators or those involved to understand the same things. The administrators and
responsible persons at the educational service area level should give more importance
and earnesty. There should be follow-ups and assessments in continuity.
In conclusion, the project efficiently operated and achieved the project
objectives. Therefore, the operation should continuous.
