The Development of Key Competency Indicators in Information Technology and Communication of Matthayomsueksa 3 Students under Udon Thani Office of Educational Service Area Zone 1 : Delphi Technique

Abstract

The advancement of science and technology influenced and had an
important role in improving the quality of education. It was necessary to
prepare for the changing technology in the future. The Basic Education Core
Curriculum 2008 purposed to enhance the key competency i.e. the capability
in using technology, having knowledge and basic skills; including of necessary
attitudes, developing the students in this aspect was important for them to
live happily in society. Thus, the objectives of this research were to develop
the key competency indicators in information and communication technology
of Matthayomsueksa 3 students under the Udon Thani Office of Educational
Service Area Zone 1 by using the Delphi technique and to validate the structural
goodness of the information and communication technology competency indicators.
The study was divided into two phrases; the first phrase was a development
of the information and communication technology key indicators by using the
Delphi Technique. The samples were 17 information technology experts
obtained using the purposive sampling technique. The research instruments
were two questionnaires surveying on the experts in three rounds ; the first
query used 3 open-ended questions, the second query employed 57 fiverating scale questions and the third round utilized the same questions as in
the second query but adding median and quartile range. Statistics used in
data analyses to identify indicators with statistical value were a median ranged
from 3.50 to 5.00 and a quartile range which was less than or equal to 1.50
in 52 indicators. The second phrase was to validate the structural
relationship of the key indicators of the information and communication
technology of the students, the samples were 522 persons consisting of
occupational and technology subjects group teachers and teachers with
knowledge and experiences of information and communication technology
under the Udon Thani Office of Educational Service Area Zone 1. A research
instrument was a 52-item five rating scale questionnaire. The collected data
were analyzed by mean, standard deviation, exploratory factor analysis,
confirmatory factor analysis by using computer programs.
The results of the research were as follows :
1. The 52 key competency indicators in information and communication
technology of students were developed and comprised 25 indicators of knowledge,
19 indicators of skills and 8 indicators of attitudes. The factor weights from the
maximum to the minimum were skills, attitudes and knowledge with loading
of .81, .77 and .61 respectively.
2. The validation of the model structural competency indicators of the
students’ information and communication technology with the empirical data by
using chi-square was found the model was consistent with the empirical data. with
Chi-square of 972.81 , p = 0.45 at an degrees of freedom (df) of 966, GFI = 0.93, CFI
= 0.91 AGFI = 0.92, SRMR = 0.002 and RMSEA = 0.003
In conclusion, the findings of this research were the key competency
indicators in information and communication technology of Matthayomsueksa 3
students under Udon Thani Office of Educational Service Area Zone 1 in the
aspects of knowledge, skills and good attitudes toward the information and
communication technology that would be guidelines in enhancing knowledge to
the students and developing themselves by individual competency with quality.
