Abstract

เนื่องมาจากพระราชบัญญัติการส่งเสริมการอนุรักษ์พลังงาน(ฉบับปรับปรุง)พ.ศ.2550 ทำให้โรงงานที่อยู่ในกลุ่มของโรงงานควบคุมต้องดำเนินการยื่นเอกสารและดำเนินการด้านการจัดการพลังงานต่อกระทรวงพลังงานตามข้อกำหนด สำหรับกรณีของโรงงานในที่นี้ได้แก่โรงงานผลิตชิ้นส่วนรถจักรยานยนต์เป็นโรงงานอุตสาหกรรมที่อยู่ในข่ายโรงงานควบคุม เนื่องจากขนาดหม้อแปลงไฟฟ้าที่ติดตั้งอยู่มีขนาดที่เกินกว่า 1,175kVA ดังนั้นโรงงานจึงต้องมีการจัดการพลังงานตามข้อกำหนดของกฎหมาย ปัจจุบันโรงงานได้มีการกำหนดในส่วนของนโยบายด้านการจัดการพลังงานแล้วแต่ยังไม่มีแผนและมาตรฐานการควบคุมดังกล่าว ดังนั้นงานวิจัยฉบับนี้จึงมีวัตถุประสงค์ในการการสร้างระบบการวางแผนและควบคุมการใช้พลังงานในส่วนของในกระบวนการผลิต เพื่อรองรับการทำงานด้านการจัดการพลังงานให้เป็นไปตามข้อกำหนดของโรงงานควบคุมและไม่ให้โรงงานโดนปรับค่าเสียหาย โดยมีขั้นตอนดังต่อไปนี้ ทบทวนนโยบายกับโรงงานเทียบเคียงที่มีลักษณะการผลิตใกล้เคียงและมีความน่าเชื่อถือในด้านการจัดการพลังงาน ซึ่งในที่นี้ได้ใช้โรงงานตัวอย่างที่ผ่านระบบมาตรฐาน ISO50001จากนั้นนำส่วนที่แตกต่างและมีประโยชน์มาประยุกต์ใช้กับโรงงานผลิตชิ้นส่วนรถจักรยานยนต์ เขียนขั้นตอนและมาตรฐานการควบคุมในส่วนของ Action Plan ของกระบวนการผลิต หลังจากที่ได้ขั้นตอนและมาตรฐานการควบคุมออกมา ก็จะนำข้อมูลดังกล่าวไปทบทวนโดยผ่านการเสวนาร่วมกันระหว่างฝ่ายที่เกี่ยวข้องในส่วนของโรงงานซึ่งประกอบไปด้วยฝ่ายผลิตฝ่ายคุณภาพ ฝ่ายความปลอดภัย ฝ่ายบำรุงรักษา หัวหน้างานและผู้บริหาร ตลอดจนมีเจ้าหน้าที่จากกระทรวงเพื่อทบทวนแก้ไขและขอข้อเสนอแนะเพิ่มเติมในส่วนของ Action plan ดังกล่าว หลังจากการเสวนาได้มีความคิดเห็นเพิ่มเติมในส่วนของกระบวนการผลิตว่าควรจะมีข้อมูลของระบบที่เกี่ยวข้องเข้าไปอยู่ในแผนเช่น แผนในส่วนของ 5ส หรือระบบในการบำรุงรักษาและควรมีระยะเวลาการดำเนินการพร้อมทั้งควรมีการตรวจประเมินระบบดังกล่าวเพื่อติดตามผล ดังนั้นหลังจากได้คำแนะนำจากการวาระการเสวนาทั้งหมด จึงทำให้ได้เอกสารมาตรฐานการควบคุมที่ปรับปรุงใหม่ขึ้นมาเพื่อนำไปใช้ในระบบการวางแผนและควบคุมการใช้พลังงานในกระบวนการผลิตในโรงงานผลิตชิ้นส่วนต่อไปและเป็นแนวทางในการทำงานต่อโรงงานอุตสาหกรรมอื่นๆที่มีลักษณะกระบวนการผลิตที่ใกล้เคียงกันต่อไปได้เช่นกัน

 

PLANNING AND CONTROL SYSTEM FOR ENERGY CONSUMPTION OF MOTORCYCLES SPARE PARTS INDUSTRY

According to The Energy Conservation Promotion ACT, B.E. 2550 [1], controlled company has to submit the energy management related documents to Ministry of Energy and follow the requirement on the energy management. The controlled company case study, the motorcycle spare parts manufacturer with their transformer size of greater than 1,175 kVA is subjected to the ACT and must follow the ACT requirement. At present, the company has only the energy management policy but does not develop the planning and control system which is the important part of the requirement. The objective of this study is to create energy management planning and control system of the production line, to ensure energy management activity to benefit and suit the company requirement, and also to avoid the company from fine paying if not follow the ACT restriction. The study scopes the company working procedure, reviews policy with the other company having similar industry with reliability in energy management and having been certified ISO50001. Then, select what different benefits found from both companies, apply the differences to the case study company, and develop the work instruction (WI) and the control procedure (CP) to compose the preliminary action plan. The plan is then reviewed by a group of related and responsible people organized from production department, quality department, SHE department, maintenance department, supervisors, management and also the officer from Ministry of Energy to help correcting and advising some suggestion on the action plan. The group determines to include 5S plan and the maintenance system into the action plan, also the time scheduling, the assessment and the specified responsible person to follow up the result. The final action plan as a standard action plan is used for preliminary energy planning and control system of the motorcycle parts manufacturer company and could also be applied to the other industry that having similar production process.
