Causal Factors Influencing Farmers’ Decision to Comply with the Good Agricultural Practices for Maize (TAS 4402-2010) in Northern Thailand

Abstract
The objectives of this study were: 1) to examine the causal factors influencing farmers’ decisions to comply with the Good Agricultural Practices (GAP) standard for dried maize (TAS 4402-2553) in Northern Thailand; and 2) to propose guidelines for enhancing the adoption of this standard. This study employed a mixed-methods research design. Quantitative data were collected from 291 maize farmers in Northern Thailand who had entered the GAP system, while qualitative data were obtained through interviews with 9 key informants. The research instruments included a questionnaire and an interview form. The data were analyzed using percentage, mean, standard deviation, and multiple regression analysis. The findings revealed that: 1) business operation factors (4M) influenced farmers’ decisions to comply with the standard. Capital and labor had positive effects, while production and management had negative effects. In addition, capital and management influenced farmers’ awareness, and social awareness had a strong positive effect on decision-making, whereas regulatory, environmental, and economic awareness had negative effects. When awareness was considered as a mediating variable, the effects of business operation factors changed significantly. Capital had a high indirect effect through awareness, resulting in an increased total effect, while management, which had a negative direct effect, became positive when mediated by awareness. Production remained a significant direct factor, whereas labor showed no significant effect. Furthermore, awareness had a strong and statistically significant effect on decision-making. 2) The guidelines for enhancing standard adoption should be implemented in an integrated manner, focusing on strengthening economic and market incentives, reducing costs and barriers to compliance, improving knowledge and awareness in accordance with local contexts, developing certification and monitoring systems that reflect actual practices, and promoting collaboration among stakeholders in the supply chain to achieve sustainable adoption and compliance at the local level.
