Application of Aparihaniyadhamma Principle to Effective Local Development Plan Making of Sub-District Administrative Organization in Chulaphorn District, Nakhon Si Thammarat Province

Abstract

The preparation of a local development plan is very important for local development and the principles can be applied. The purpose of this research article was to study the application and guidelines for using the principles of Aparihaniyadhamma in the preparation of effective local development plans of the Subdistrict Administrative Organization in Chulaphorn District, Nakhon Si Thammarat Province. The sample group consisted of 144 personnel of the Tambon Administrative Organization. Samples were defined using Krejcie and Morgan's ready-made tables. Nine of key informants were selected by purposive sampling. The research instruments were questionnaires and interviews. The statistics employed for the data analysis were frequency, percentage, standard deviation, ​​and content analysis.

The findings were as follows. 1) The overall application of the principles of Aparihaniyatham to the preparation of local development plans was at the highest level ( = 4.53, S.D = 0.52) and in every aspect was at the highest level. Worship, veneration and protection of holy places ( = 4.56,
S.D = 0.51) were at the highest level and continuous discussion ( = 4.50, S.D = 0.52) were at the lowest level. 2) Guidelines for applying the principles of Aparihaniyadhamma to the preparation of local development plans include: (1) There should be a meeting to listen to opinions from all sectors. (2) Everyone should attend the meeting. (3) Principles and rules must be strictly adhered to and followed. (4) Participation of all parties should be emphasized in local development. (5) There should be mutual respect between members. (6) There should be promotion of respect for places that hold the spirits of the community. (7) Personnel in all sectors should be encouraged to have morality and leadership.
