การพัฒนาตัวบ่งชี้การบริหารโดยใช้ โรงเรียนเป็นฐานในสถานศึกษาขั้นพื้นฐาน (THE DEVELOPMENT OF INDICATORS FOR SCHOOL – BASED MANAGEMENT)

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อพัฒนาตัวบ่งชี้การบริหารโดยใช้โรงเรียนเป็นฐาน การวิจัยแบ่งเป็น 2 ตอน คือ ตอนที่ 1 การพัฒนาตัวบ่งชี้การบริหารโดยใช้โรงเรียนเป็นฐาน จากผู้เชี่ยวชาญ จำนวน 17 คน ได้แก่ ผู้เชี่ยวชาญทางการศึกษาผู้บริหารสถานศึกษาดีเด่น นักวิชาการ เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามโดยใช้เทคนิคเดลฟาย (Delphi Technique) 3 รอบ ตอนที่ 2 เป็นการวิเคราะห์องค์ประกอบเชิงยืนยันตัวบ่งชี้การบริหารโดยใช้โรงเรียนเป็นฐาน จากกลุ่มตัวอย่างที่เป็นผู้บริหารและครูโรงเรียนต้นแบบโรงเรียนในฝัน ในภาคตะวันออก จำนวน 365 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลเพื่อหาฉันทามติของตัวบ่งชี้โดยการคำนวณค่ามัธยฐานค่าพิสัยระหว่างควอไทล์และการวิเคราะห์องค์ประกอบเชิงยืนยัน ผลการวิจัยพบว่า องค์ประกอบการบริหารโดยใช้โรงเรียนเป็นฐานมีทั้งหมด 5 องค์ประกอบ ได้แก่ 1) หลักการกระจายอำนาจ มีตัวบ่งชี้ 35 ตัวบ่งชี้ 2) หลักการบริหารตนเอง มีตัวบ่งชี้ 16 ตัวบ่งชี้ 3) หลักการมีส่วนร่วม มีตัวบ่งชี้ 30 ตัวบ่งชี้ 4) หลักการคืนอำนาจการจัดการศึกษาให้ประชาชนมีตัวบ่งชี้ 10 ตัวบ่งชี้ 5) หลักการตรวจสอบและถ่วงดุล มีตัวบ่งชี้ 10 ตัวบ่งชี้ โดยใช้โปรแกรม LISREL 8.80 วิเคราะห์ข้อมูลเพื่อหาน้ำหนักคะแนนความจำเป็นของตัวบ่งชี้ และการวิเคราะห์องค์ประกอบเชิงยืนยัน มีค่าทางสถิติ คือ X 2 = 48.47, df = 35, p = 0.065, RMAEA = 0.033 ค่าดัชนี GFI เท่ากับ 0.98 ค่าดัชนี AGFI เท่ากับ 0.95 ค่าดัชนี CFI เท่ากับ 1.00 ค่าดัชนี RMR เท่ากับ 0.022

ABSTRACT

The purpose of this research was to develop indicators related to school-based management by using the Delphi technique. The research consisted of two parts. Part I was the development of indicators relating school-based management using 17 experts selected from educational experts, outstanding school administrators and academics. The data were collected by using Delphi technique. Part II was related to confirmatory factors analysis of school – based management indicators from the sample of 365 school administrators and modeling school teachers in the Eastern Region. The Statistical devices for analyzing the data of indicators were median, Interquartile range and confirmatory factor analysis by using LISREL version 8.80. The research finding were the statistical value of X 2 = 48.47, df = 35, p = 0.065, RMAEA = 0.033., GFI = 0.98, AGFI = 0.95, CFI = 1.00, RMR = 0.022 The major indicators of school–based management comprised of five aspects 1) thirty–five indicators for centralization. 2) sixteen indicators for self–management. 3) thirty indicators for participative management. 4) ten indicators for empowerment, and 5) ten indicators for check and balance.
