การพัฒนาตัวบ่งชี้รวมความเป็นองค์การแห่งการเรียนรู้ ของศูนย์การศึกษานอกโรงเรียนจังหวัด(A DEVELOPMENT OF COMPOSITE INDICATORS OF LEARNING ORGANIZATION OF PROVINCIAL NONFORMAL EDUCATION CENTER)

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาตัวบ่งชี้รวมความเป็นองค์การแห่งการเรียนรู้ ของศูนย์การศึกษานอกโรงเรียนจังหวัด เพื่อทดสอบความสอดคล้องของโมเดลโครงสร้างความเป็นองค์การแห่งการเรียนรู้ของศูนย์การศึกษานอกโรงเรียน จังหวัดในเชิงทฤษฎีกับข้อมูลเชิงประจักษ์ และเพื่อนำเสนอแนวทางการพัฒนา ตัวบ่งชี้รวมไปใช้ในการสร้างศูนย์การศึกษานอกโรงเรียนจังหวัดให้เป็นองค์การแห่งการเรียนรู้ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ผู้บริหารและเจ้าหน้าที่ในสังกัดศูนย์การศึกษานอกโรงเรียนจังหวัด จำนวน 480 คน ใช้วิธีการสุ่มกลุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามวิเคราะห์ค่าสถิติพื้นฐานโดยโปรแกรม SPSS และใช้โปรแกรม AMOS ในการวิเคราะห์องค์ประกอบเชิงยืนยัน และการวิเคราะห์องค์ประกอบเชิงยืนยันอันดับที่สอง เพื่อทดสอบความสอดคล้องของโมเดลโครงสร้างความเป็นองค์การแห่งการเรียนรู้ของศูนย์การศึกษานอกโรงเรียนจังหวัดกับข้อมูลเชิงประจักษ์

ผลการวิจัยพบว่า

ตัวแปรที่เป็นองค์ประกอบหลักที่มีอิทธิพลต่อความเป็นองค์การแห่งการเรียนรู้ของศูนย์การศึกษานอกโรงเรียนจังหวัด ประกอบด้วย 3 องค์ประกอบหลัก ได้แก่ องค์ประกอบหลักด้านการเรียนรู้องค์ประกอบหลักด้านองค์การ และองค์ประกอบหลักด้านการจัดการความรู้ ซึ่งทั้ง 3 องค์ประกอบหลักจะต้องปฏิบัติผ่านตัวแปรที่เป็นองค์ประกอบย่อยทั้งหมด 20 องค์ประกอบ และตัวบ่งชี้ความเป็นองค์การแห่งการเรียนรู้ 80 ตัว

ตัวบ่งชี้รวมความเป็นองค์การแห่งการเรียนรู้ของศูนย์การศึกษานอกโรงเรียนจังหวัด ประกอบด้วย ตัวบ่งชี้ที่เป็นองค์ประกอบหลักรวม 3 องค์ประกอบเรียงลำดับตามน้ำหนักองค์ประกอบจากมากไปน้อย ได้แก่ องค์การ การจัดการความรู้ และการเรียนรู้

ผลการตรวจสอบความเที่ยงตรงเชิงโครงสร้างของโมเดลความเป็นองค์การแห่งการเรียนรู้ของศูนย์การศึกษานอกโรงเรียนจังหวัดกับข้อมูลเชิงประจักษ์โดยใช้ค่าไค-สแควร์ ค่าดัชนี วัดระดับความกลมกลืน และค่าดัชนีวัดระดับความกลมกลืนที่ปรับแก้แล้ว ทดสอบสมมุติฐานการวิจัย ผลการทดสอบพบว่าโมเดลมีความสอดคล้องกับข้อมูลเชิงประจักษ์อย่างมีนัยสำคัญทางสถิติ

Abstract

The purposes of this research were to develop composite indicators of learning organization of Provincial Nonformal Education Center to test the validity of the structural model of learning organization of Provincial Nonformal Education Center with the empirical data and to propose the suitable composite indicators for implementation in the Procincial Nonformal Education Center towards learning organization. The samples of this research were 480 samples which consisted of the administrators and practitioners in 24 Provincial Nonformal Education Centers. The Multi-Stage Random Sampling method was used for sampling. The data of the research were collected by questionnaire and analyzed by descriptive statistics through SPSS for Windows, Confirmatory Factor Analysis through AMOS.

The finding of this study were as follows:

The factors which influenced learning organization of Provincial Nonformal Education Centers consisted of 3 factors, learning, organization and knowledge via 20 variables which were minor factors and 80 variables which were the indicators of learning organization.

The composite indicators of learning organization of Provincial Nonformal Education Center consisted of three major factors in the order of weight as follows: organization, knowledge management and learning.

The results of the structural validity test the model of learning organization of Provincial Nonformal Education Centers with the empirical data by using Chi-square, the goodness of Fit Index and the Adjusted Goodness of Fit Index. The result of the test was found that the model were consistent with empirical statistical significantly.
