The questionnaire was used as a quantitative data collection tool from a sample of 136 novices. An interview questionnaire was used to collect qualitative data from five experts. Quantitative data were analyzed by using descriptive statistics consisted of mean and standard deviation whereas qualitative data was analyzed by content analysis. Results found that 1) the condition of foreign language learning in four aspects was at a high level overall. 2) The management methods in foreign language learning skills consists of teaching and learning to enhance learning skills, improving and developing teaching and learning processes, curriculum, learning processe, evaluation of learning, learning media, and supervision to provide learners with standard quality, integrated with the philosopher’s heart in all 4 areas, namely speaking, writing, listening and reading skills. 3) Guidelines for management of foreign language learning skills in the 21st century for Phrapariyattidhamma School, Wat Phradhammakaya, Pathum Thani province is teaching and learning management to enhance learning skills with the overall development process in 4 aspects, integrated with philosopher’s heart to provide learners with the ability to listen, read, critical thinking and write foreign languages more effectively.</p>}, number={2}, journal={Journal of Educational Review Faculty of Education in MCU}, author={Buddhitharô (Wongvaen), Phra Paiboon and Siriwan, Intha and PhrakruOpasnontakit}, year={2022}, month={Aug.}, pages={162–173} }
