The research consisted of 3 steps, Step 1: to study the current situation and the need for personnel development in information and communication technology for learning management in the 21st century. The sample group was 313 teachers. The research instruments were questionnaire. The data were analyzed by statistical analysis of frequency, percentage, mean, standard deviation. Step 2: Create and validate the quality of the model by 12 experts. The research instruments were questionnaires and interview forms. The data were analyzed by descriptive statistics and content analysis, and Step 3: Tryout and evaluate the model by 36 teachers in Pratumnak group schools. The research instruments were assessment form. Data were analyzed by descriptive statistics. The results of the research were as follows: 1) the overall level of opinion towards the current situation and the need for personnel development in information and communication technology as overall is at the highest level. 2) The creation and validation of human resource development model of using information and communication technology for learning management in the 21st century of schools in Angthong primary educational service area office consists of 5 components: (1) Principle, (2) Objectives, (3) working systems and mechanisms, (4) operating methods according to the Perfrom Model, and (5) assessment guidelines and examined the model, found that it was correct, appropriate, feasible and the usefulness is at a very high level in every item. 3) The results of using and evaluating the model were found to be correct, appropriate, feasible, and usefulness at a high level in every item.</p>}, number={2}, journal={Journal of Educational Review Faculty of Education in MCU}, author={Jittasupo, Charinrat}, year={2022}, month={Aug.}, pages={197–209} }
