Mixed methods research method was used and 3 steps of the research process were conducted. Step 1: study the leadership characteristics of the police cadets by interviewing 50 key informants using the unstructured interview form. Step 2: create a model using a questionnaire with 395 samples. Data was analyzed by using statistical data such as frequency, percentage, mean and standard deviation. Step 3: assess the appropriateness and possibility of using the model by using the evaluation form collected from 295 police cadets. Data were analyzed by using statistical statistics such as frequency and percentage. Research results showed that 1) leadership characteristics of officer student cadets in provincial training center region 9 that is most in need of the general public, consisting of speaking and communication skills, self-control, believe in the police career, self-discipline, and be responsible. 2) Leadership development model for officer student cadets in provincial training center region 9 consisted of 5 principles which were 1) speaking and communication skills, 2) self-control, 3) faith in the police career, 4) discipline, and 5) responsibility. 3) Evaluation result of the appropriateness and possibility of using the leadership development model of police non-commissioned officer student cadets in provincial training center region 9 in the context of three Southern Border Provinces.
