@article{จงสุขสมสกุล_2014, title={การสื่อสารเพื่อบริหารจัดการภัยพิบัติกรณีศึกษาน้ำท่วมในประเทศไทยและฟิลิปปินส์}, volume={9}, url={https://so02.tci-thaijo.org/index.php/BECJournal/article/view/54958}, abstractNote={<p class="3">งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลสัมภาษณ์เชิงลึก และตรวจสอบข้อมูลสามเส้า จากกรณี น้ำท่วมที่กลายเป็นภัยพิบัติครั้งใหญ่ปี 2554 ทั้งในประเทศไทยและฟิลิปปินส์ สาเหตุหนึ่งคือพายุสองลูก ที่พัดจาก ฟิลิปปินส์มาไทยทำให้ทั้งสองประเทศเผชิญหน้ากับภัยพิบัติรุนแรงส่งผลกระทบต่อสังคมและเศรษฐกิจ เหมือนกัน และยัง ปรากฏงานวิจัยด้านการบริหารจัดการสื่อสารภัยพิบัติไม่มาก งานวิจัยจึงมุ่งศึกษาและหาแนวทางการบริหาร จัดการสื่อสารภัยพิบัติที่ทำให้เกิดประสิทธิภาพและประสิทธิผลผลเพื่อลดทอนความเสียหายที่ไม่ อาจจะหลีกเลี่ยงได้ ผลการวิจัยพบว่าทั้งสองประเทศบริหารจัดการอย่างมีประสิทธิภาพเหมือนกัน แต่ไทยขาดประสิทธิผลในการสื่อสารด้าน บริหารจัดการน้ำท่วมแตกต่างจากฟิลิปปินส์  ทั้งสองประเทศมีความรู้ด้านการ บริหารจัดการภัยพิบัติเหมือนกัน เพราะมีตัวแทนของรัฐบาลเข้าไปเป็นสมาชิก แลกเปลี่ยนเรียนรู้ แบ่งปัน และ จัดสรรความรู้ด้านการป้องกัน การเตรียมการและเยียวยา อีกทั้งมีองค์กรระหว่างประเทศคอยสนับสนุน ความรู้ด้วย แตกต่างกันด้านการใช้ความรู้ ในระบบสารสนเทศผ่านเทคโนโลยี ปัจจัยทางการเมือง การสื่อสาร ระหว่างบุคคล การสื่อสารภายในองค์กร และภายนอกองค์กร การสร้างความมีส่วนร่วมกับสื่อมวลชนและประชาชนเป็นอุปสรรคทำให้ประชาชนในประเทศไทย เดือดร้อนจากน้ำท่วมขังนานกว่าฟิลิปปินส์ </p><p class="3"><strong>Disaster Management Communication: The Case Study of Flood in Thailand and the Philippines</strong></p><p class="3">This paper is conducted from qualitative research, which uses the data triangulation method. Flooding is a hazard that could turn into a catastrophe if it is caused by typhoons and affects large numbers of people as it was evidently shown during the disaster of Thailand and the Philippines in 2011. This research aims to study the efficiency and effectiveness of flood disaster management communication of both Thailand and the Philippines. The research found that both countries have effective flood management systems but have a different communication process. Communication deficiency in Thailand is partly the result of the lack of prevention and preparedness planning. Having more experience, communication in the Philippines, on the contrary, was effective enough to prevent and prepare for flood disaster. Nonetheless, politics and bureaucracy in both countries have affected the management of flood crisis as well as flood communication management. Positively, both of them are representative member states in several international organizations, which regularly exchange, share and allocate essential information for prevention, preparedness and recovery.
